Making a false argument is something different which is as we agree this case.
Go complain if they screw up like Ottawa did years ago. Summer intern discovers flow rates thru the WWTP are way down for the last 6 months or so.
They discovered someone had opened the bypass line 6 months earlier so that a storm flow wouldn't overwhelm the plant.....and forgot to close it.
That example IS raw sewage into the Ottawa River.
