I didn't know Peel Police can patrol hwys. Thought, they were OPP turf.
It was bumper to bumper on the 403 from Mavis heading West around 9am this morning. Saw Peel Police in the express lane, and wonder why he isn't using the HOV which was moving half decent. 10 mins later getting ready to exit Erinmills. A Volva is exiting as well infront of me. Police gets in-between me and the Volvo. Lights come on. Thinking improper use of the HOV or on the phone?

I don't believe the other Police Services do organized active traffic enforcement but they are certainly within their right to enforce traffic laws in their travels.

I did a few ride-alongs with TPS a long time ago and we setup 2 RIDE checks on the 427 both times.
 
Police officers are provincially controlled. As Evo said, while they don't often go hunting outside of the jurisdiction that employs them, they can. Looks like maybe your cop was annoyed at wankers in the HOV lane and decided to take matters into their own hands.
 
All police officers in Ontario are sworn to uphold the laws of Ontario. They "can" write a ticket anywhere. They usually don't ... but they can.

Police officer would have to show up in court in the jurisdiction that serves wherever they write up a ticket, but for a Peel Region cop on a provincial highway that runs through Peel Region, that is not a problem.
 
municipal police officers can enforce provincial laws across the province ie highway traffic act, lla, etc. so theoretically speaking peel police could write you a ticket in Thunder Bay, but would have to use release forms to a local court house instead of peels court house. The same is not true within the GTA, as the courthouses have an understanding, so in other words if a York cop writes you a ticket in Durham, you’d be going to York courts to dispute that ticket.

But in general, police officers in Ontario can stop and enforce the highway traffic act across the province no matter if it’s OPP or a municipal police service anywhere in the province. They are all police officers. The jurisdiction they patrol on the other hand dictate their patrol zones.

I've never heard of cn police writing tickets off of rail property. On rail property, they are pitbulls and you don't want to mess with them. I had legitimate business and was a contractor to rail company and they grilled me for a while before letting me proceed.
 
CM people can also be idiots. I had an issue with drainage. When I explained to their guy that I'm the low spot and it make sense that's where the culvert would be. He tried to suggest the culvert was on higher ground on my neighbour's property.
Me: "how would the water make it up to that culvert?"
He: "there was a ditch"
