None of the banks, credit card cos, online shopping cos, CRA, sites make you do this.
Yes, banks and insurers do this too - almost always when you phone a contact center, and for web services things like bill payments, certain transfers, and fx transactions are not real-time and often involve human queues behind the scenes.
My guess is MOT systems are a mix, probably using humans to bridge gaps to other systems (like 407 tolls, municipal files etc).
