Old ticket from riding E-Bike preventing me from getting insured?

Wrong. Riding or driving any vehicle on a highway requires that you ID yourself when demanded by police. Failing to do that is arrestable and then things go down hill from there.

As for a specific charge for an incorrectly configured e-bike; I'm not aware of it... provide a link?

I can't seem to find the specific charge, but I'll keep looking (it's possible the rules have indeed changed on that, as before the official stance was that you should be charged with an ebike-level charge, but more commonly, cops would treat it like a motor vehicle infraction).

That said, if you were being charged with a motor vehicle infraction (OP was) you would have to produce ID, BUT he was being charged with improper/nonexistent license, so why would he even bother showing the license. This gets grey and fuzzy, but the bottom line is, riding a bicycle, you don't need to show ID. This means, if you're caught speeding on a bicycle don't show your driver's license.
 
I never said you needed to carry ID, I said you had to simply ID yourself. With being ID'd, an HTA infraction will find its way to your abstract.
