Yeah but if you crash and they search your unconcious body and see that your wallet only contains Ontario health card and licence and they notice you are not carrying luggage they will deny your claim and possibly be charged with criminal fraud.

It's been 30 for a long time on bikes. 25 was to allow other car rental drivers, etc.

go to Gatineau, get a PO Box, complete a paper only move to Quebec, get on their government insurance

Aside from that being fraudulent (and as mentioned they would assuredly deny any claims once they connect the dots if you ever need said insurance), I think you should take a look at the rest of the picture with regards to the cost of putting a motorcycle on the road in Quebec – insurance is only less expensive because you pay through the nose elsewhere.
