I saw that. That's the lowest I've ever seen one, and I suspect it's pretty close to cost. My bet is there's a variety of non-negotiable freight/setup/documentation fees that they use to get some margin back.There's a dealer in Montreal selling brand new 2019's for $13500.

yeah they don't have the same laws as here, i believe you can re insure a branded bike there and put it back on the street. All in pricing is a Federal rule but is enforced by a provincial body OMVIC. It isn't enforced here in Ontario on motorcycles either.
