Yep. It's a carry-over from the car and light truck tire industry where "tire shops" are much more common.

Way back when, I worked in marketing for a tire manufacturer (that's where the tire signs in my garage came from), and managed 5 promotional/rebate events per year (car and light truck tires only). We wanted it to be something that you knew about only once you were already at the deciding stage of what tire to purchase, and not before then. We wanted you to know about it in time for it to sway your purchase away from something else, like a tie breaker, and not be something you think about it too much.

If you think about it too much before you buy, you're more likely to make sure you redeem your rebate... we don't want that. BUT, if it just comes up, and you spend the same money you were going to spend, but you buy our company's tires instead, that's how we make our money.

Leveraging rebates as a promotional tool makes far more than we pay out because almost no one ever redeems the rebate. I'm talking single digits, and of the people who do visit the rebate website, only about 13% actually complete the process and have their submissions verified successfully (not fraudulent or lacking info).

Yeah, that's what I figured. But they seem to be making it easier with online submission. At I effectively get $10 more by not needing registered mail to prove I submitted on time.
 
Just had a bad experience with Dunlop rebates. The rebate process itself went fine, it was the Mastercard gift card they sent that was a pain. Amazon wasn't able to use it to pay for a $40 top up of my gift card balance. I went to the web site "mypaymentvault.com" and activated the card (after a few unsuccessful tries), still didn't work. Got past one set of questions and got stuck unable to verify I was a human using the stupid pictures. Then I gave up and forgot about it until now. Tried Amazon again, still no go. Went to the web site to check my balance in case someone else in the family accidentally used it for one of their purchases, then realized I need an account, so I tried to set one up. It starts by trying to activate the card again, which went fine, then when I tried picking a username/password, it kept saying that the passwords didn't match, even though I retyped them a few times and even tried copying and pasting. Took a break and closed the browser. Came back and went through all of that again, finally made it past the password asnd Human verification, then asked for a bunch of personal info. Finally got it done, and then I realize my balance is only 35.05 because of a $4.95 account maintenance fee! But was able to apply $35.05 to my Amazon account. Looking at the terms, apparently the $4.95 mainttenance fee is MONTHLY. Glad I didn't put it off much longer!

That "maintenance fee" is a class action lawsuit waiting to happen, since it's an obvious effort to sidestep the law that prevents gift cards from expiring. Buying or using gift cards
Under the act, most businesses can’t charge extra fees, such as:
  • activation fees or added service fees to purchase the card or to use the card
  • fees that reduce the value of the gift card over time, sometimes called dormancy fees
