It doesn't look like he was trying to run from the popo, he was just ignoring the popo. Notice when he crashed he still didn't run from the popo, or resist the popo, he just ognored the popo and the popo cuffed his po ***.

My guess is that he is tripping on shrooms or some other drug. His riding is all over the place, he hits a pickup with his bike at one point. He also throttles pretty uncontrollably with his left hand.
