Unfortunately i agree with this. i dont think its worth to put any money into 250s unless you are planning to keep the bike for long time. whatever pipe you put on 250. it still doesnt sound like any 600cc bigger bike. most ppl i know who put lots of upgrades on their 250 bike planning to keep it for long term for insurance , money reasons.

I put a bit into my 250, but it was all cosmetic for the most part. HIDs, LED bulbs in the turn signals, fender eliminator, shimmed the needles (which made a night and day difference in cold starts) and pulled the snorkel from the airbox. That and I put on some BT-016 tires when it was time to ditch the stock IRCs. Oh, and heated grips. Forgot about those.

Never did do anything to my old 250 but i did seriously consider getting frame sliders when i first got it. Other than that, didn't really see the point of investing money on something i knew i was going to get rid of after 1 season.
