From a friend who's in the know on these subjects; it was only blamed on bath salts to begin with because it's the latest scourge and policymakers are tripping over themselves trying to get the stuff banned ASAP. A big headline story like this was perfect fodder for gaining public support against the drugs, and driving momentum to get it banned.
