Go to the notary and have them stamp an affidavit that you are the legal and rightful owner of the bike. Or a written statement by yourself how you became the legal owner without any ownership

The ministry should have no problem issuing a new ownership in your name

If you are the registered owner but you have lost the paperwork, just get Service Ontario to re-issue it. If you know who the owner is and they are able to co-operate, get them to do the same. If owner is unknown then see above.
 
If it shows stolen, you have other decisions to make.
Yes, that may be the issue.

The bike was handed to a mechanic for work performed on his car. Its been a few years ago now and he can't recall where he left the ownership paper.

I'm starting to doubt whether he was handed the ownership so there could be a possibility of a theft matter in addition to not ever getting a transfer done.
 
With the above you need a bill of sale. The gov wants to charge you tax don't forget.

If that’s the case get the garage to put a mechanic lean on the bike and get an ownership that way. Would probably cost a couple bucks
 
As MM said start with the UVIP. That will really help determine what you're up against.
