A few words may be in order.
In the Province of Ontario violations of provincial statutes are governed by the Provincial Offences Act. A Justice of the Peace has absolute jurisdiction except when notice is given of an especially complex legal argument then it will be assigned to a Provincial Court judge.
20 years ago if you asked for a trial on an HTA ticket and didn't show up, you were found guilty in absentia. The set fine for the offence was levied with time in lieu of payment (say 10 days) and an automatic 30 days to pay.
If the 30 days went by and you didn't pay the JP signed a Warrant of Committal. Not a bench warrant. A W of C means you go to jail to serve the time.
Nowadays if you don't pay the Ministry suspends your licence until you do.
