You kidding right??? So my dad when he came to Canada should have went to school for years before getting a drivers licence??? What does your ability to speak an write properly have to do with your ability to drive or ride???
By the way he still doesn't read English and he is fluent in Gringlish...
Being able to speak one of the two official languages of this country is key to being a useful functioning part of it.
I was side swiped by a lady who spoke no english whatsoever, THANKFULLY a witness who spoke chinese was able to translate.

Really... that's why my father was a successful business owner for more than 40 years... most people that speak fluent English can't keep their business open for more than 3 years![]()

if i plan to be licensed in that foreign country, a requirement should be to read/write/speak that language.

That is exactly what I am talking about. He didn't and doesn't speak good english when he came to Canada when he got his licence and he is an excellent driver...my dad can beat up your dad. na na na poo poo.
i am sure you father is a successful business man, but we are not talking about that.
we are talking about ones need to speak the language of the country they are driving in.
they should make it a requirement in every country to have any immigrants pass a language test, at the very least when they get a license TO DRIVE IN THAT COUNTRY!!!
