They park all over that section of Front St, but I've never noticed before if any of the other ones have handicap permits. I know they all scatter when parking enforcement shows up.
 
Maybe its the same guy who knocks bikes down

They are dropping of the Bay Street crowd.
They expect their limo will be right in front of the door.
Why do you think PE does not ticket them?

PE does ticket them, I've seen it. I frequently have lunch right along that stretch. PE comes by usually between 10:30 and 12:00, sometimes a little later. $60 standing ticket. Sometimes he hides around the corner to punch in the info, then jogs out and puts the printed ticket on the windshield before they can jump into the car. It's like a sport, and quite entertaining while you're sipping a pint. One day he tagged a concrete truck while it was pouring.
