Uhm. Would you care to post the relevant piece of law that states that? As far as i know, all "operation" (setting aside entirely the question of whether pushing your motorvehicle counts as "operation") that is proscribed is directly related to being on public roads. Private property is not included.Cutting your grass, on your private property, on a riding lawnmower.... while drunk... is illegal.
Impaired driving is an offence under the Criminal Code of Canada, and it is not specific to operation on public roads. Criminal Code offences apply to both public property and private property. Not sure if he's being a tool or not, or what the situation is up here, but in some states it is illegal to operate machinery while under the influence. You could be charged with negligence. Google it.

This is insane. Technically you could be charged for drinking at home while washing your car.
