Legal to push bike on sidewalk engine off?

Cutting your grass, on your private property, on a riding lawnmower.... while drunk... is illegal.
Uhm. Would you care to post the relevant piece of law that states that? As far as i know, all "operation" (setting aside entirely the question of whether pushing your motorvehicle counts as "operation") that is proscribed is directly related to being on public roads. Private property is not included.
 
Not sure if he's being a tool or not, or what the situation is up here, but in some states it is illegal to operate machinery while under the influence. You could be charged with negligence. Google it.

Impaired driving is an offence under the Criminal Code of Canada, and it is not specific to operation on public roads. Criminal Code offences apply to both public property and private property. You can be charged with impaired driving, dangerous driving, or any other Criminal Code driving-related offence in your own back yard.

In fact it doesn't even specify a road-going vehicle. It's a rather inclusive statute that talks about "vehicle, vessel, aircraft or railway equipment", also stating "whether it is in motion or not."
 
This is insane. Technically you could be charged for drinking at home while washing your car.

Criminal Code charges have lots to do with intent. If you're standing beside your motorcycle outside a bar, keys in hand, while drunk there's a fair assumption that you intend to ride the bike. If you are in your driveway washing it while drunk not so much. Although should you intend to ride it back into your garage when finished washing it you would be: a) an idiot and b) guilty of impaired operation of a motor vehicle under the Criminal Code.

On a practical point, the last thing I want to be doing while impaired is moving my motorcycle around at slow speeds where it is most likely that I'll screw up and crash it.
