Motorcycles use a lot of common fasteners across several areas of the bike. If you have lost or destroyed a fastener, try finding another on the bike that looks the same. Remove and test the fit for your lost piece -- if it works you can take it to a bolt supplier to match things up.

Canadian Tore typically have a board in the fasteners section which lets you screw in a bolt to check the sizing before purchase. I’d try this?
Not to rub salt in the wound, but you might also consider grabbing a cheap beam type torque wrench from Princess Auto for under $30. The torque on that bolt is 16ft-lb, which isn't very much: https://static.nhtsa.gov/odi/tsbs/2016/MC-10089683-0699.pdf
The bolt is broken
All you need is the threaded portion of it to find out what the thread diameter and pitch is. You're going to have to extract the threaded piece from wherever it is anyhow, in order to eventually install a new non-broken bolt. The two broken pieces together gives you the required length.
Now ... Caution. It looks like this bolt is securing a brake caliper. It is safety-related. Do not cheap out. You also need to consider the required strength/grade of the bolt.
Look carefully at the head of the original bolt. If it has markings such as "8.8" or "10.9", that's the grade of the bolt. It needs to be that grade MINIMUM. A plain ordinary hex head zinc plated bolt is probably not going to be adequate.
It is possible (likely?) that this is a proprietary fastener without the standard ISO markings on its head. If that's the case ... Try to find a grade 10.9 bolt. Grade 8.8 will do in a pinch but be careful when tightening it.
It can be hard to find a hex head high-strength bolt in a fastener store. If there is clearance around the bolt head to be able to use a socket-head screw - Socket-head cap screws are usually grade 12.9, as opposed to standard hex heads that are usually grade "nothing" or maybe 5.8 if you are lucky.
You do not need the flange under the head. Just put a flat washer there.
