Civil service wages make that sector more vulnerable.
My lawyer lost his clerk to the city for the same wages but he couldn't afford the inch thick book outlining benefits.
If a woman is flipping burgers at fast food place #1 and the manager is touchy feely she crosses the street to the other burger joint and gets the same job at the same rate.
As long as the touchy feely stuff in the government is at a modest level (But still sexual assault) she is tempted to live with it because of the higher pay that she would be walking away from. Laying charges might get a few points for her but she will be black listed by all the other creeps. Lots of talk about whistle blower protection but check the roles five years later and they aren't there.
If it ends up in court she gets wiped out financially while the creep gets his legal tab picked up by the city.
Private industry also has competition so image is important. The government just throws money at the problem.
I have a device that keeps me from thinking about trying. It's a mirror. I'd look stupid.

He's shady as eff...so should fit right in as mayor.
Just stopped in at the bike shop I deal with. Owner mentioned to me one of his customers told him Tory's Lolita is his grand daughter. Why anyone would offer up that tidbit is beyond me.
