BC has a refinery, it needs more oil. The current pipeline is not big enough to feed BC and Export needs, if the pipe from Alberta to BC was bigger, this would satisfy everyone. AB get more crude to market, BC refineries get enough crude to produce gas locally, reducing or eliminating the cost of barging in US made gasoline.
 
Is pulling oil out of Alberta currently economically viable? When I was living out west, people I spoke with said the break-even point for most oil companies there was ~$85/barrel IIRC. Obviously that would vary a little depending on the site, extraction method, etc., but with oil prices where they are, I'm not sure that there would be a big oil boom even if a big pipeline went in.

On top of that, getting crude to a refinery for less money and in higher quantities doesn't necessarily equate to cheaper gas prices. More likely, the companies will just pocket any additional profit.
