Try COSTCO to see if they keep records and ask them for a video of the hit so you can have actual evidence that you're not at fault. If you can get that you have more options to support your case.

I would report this to your insurance, and also to the collision reporting center (needs to be within 24h or so?).

In addition, I'd go to the police department locally and file a report as well with all the information provided to them about the driver, car, and their lack of insurance.

Remember, the bike is only one aspect of the issue...your body was pushed forward unexpectedly. Your spine, neck, and muscles weren't prepared for it, and could cause you issues later. The report is more to support your healthcare case than the minor impact to the bike.

Obtaining any video recording from any business Costco or not is almost impossible. Been there, tried that. Unless someone gets seriously hurt and Police requests evidence, they won't budge.

I'm in the camp of calling the cops and getting the uninsured asshat off the road (at least temporarily until he get into another car). Uninsured and unlicensed (or suspended) seems to go hand in hand. It's hard to fathom how someone who is uninsured wouldn't be extra careful not to do anything to draw attention onto themselves, like hitting another vehicle.
Maybe the reason he can't afford insurance is his habit of running into things has caught up to him.
 
Thanks for the different perspectives everyone. I've decided not to report it, I got back from the docs and he says everything is ok, but wants me to get x-rays. I feel ok though, will see if anything changes when the x-rays come in.

Got my bike checked out as well, rim is bent, so needs new rim/tire just to be safe. Maybe rear sprocket but won't know for sure until the rear wheel is removed.

I sent the quote to the uninsured so he has until tonight to send money, or call the bike shop and pay for the quote. If he backs out, then I'll throw the law book at him!

I also told the driver that he needs to get insurance and show proof of it. His suggestion was to wait a day, let him get insurance and then say the accident happened tomorrow so we can go through insurance. I flat out told him that's fraud and no chance I'll do that.
I thought the days of instant insurance were long gone. They run your records first and that takes time.

Too many liars got cheap rates, milked it for a month or two and then moved to another company. Rinse repeat.

Once you negotiate directly with the guilty party the insurance company may step away from any further involvement if hidden damage floats to the surface.
 
I'd be shocked if it was that low. Parts should be more than that and you have labour for the inspection and swap.

Since he's not going through insurance, if OP wanted to transfer the liability for potentially undiagnosed issues with their bike or body is to ask for way more money. Something like $4k is still cheaper than the ticket if the crasher doesn't want to play along. I'm not advocating for this approach as I still thing the crasher should get the ticket but some people may choose to take money over justice.
Be careful on how you word things. If you say "Give me $XXXX or I report" it could be construed as blackmail. Then you're treading water in the same mud hole as he is.

You could say "My plans are to report what I see as $XXXX worth of damage to my insurer by noon tomorrow. Any problem with that?" Would a legal entity see that as veiled blackmail?

One other issue is diminished value. Going through insurance may get your vehicle labeled as repaired. Insurance in Canada does not compensate the owner for the loss of trade in value as they do in the USA. Going the cash settlement route keeps your bike off the wounded list.

Simply state "This is 100% not my fault. One way or another this is getting paid for, and I'm not going to be out of pocket for it. Whether my insurance pays for it or you pay for it doesn't matter to me." You're stating the two options available to you and your ambivalence to which one. That can't be construed as intimidation.

Maybe. If the hit was hard enough to bend the rim you worry about pinch damage. It would probably be visible if you removed the tire but not necessarily. It may show up after some miles and heat cycles. You may not be near home when the blister appears.

Tire + installation + disposal fee + tax. $300 at a shop for a run of the mill rear tire isn't out of the question.

And........

If one doesn't like the invoice after hitting someone, one shouldn't hit people.

It’s a parking lot accident , on private property. He doesn’t legally owe you anything . Good on him if he pays you something , but that’s what your insurance is for .
As for him being uninsured, I’ll also gamble that’s a deflection. Glad you weren’t seriously hurt

on a side note... why do people spend the time to get gas lining up at Costco... you save may be 5-10c/liter? is it really worth the time?

Barrie is normally <<5 minutes. Easily worth it. I went once to scarboro near Kennedy and it was over 45 minutes and you're trapped. Never again. I guess people divide and conquer with one getting gas and the other shopping? Seemed crazy.

Fwiw, costco premium is normally a bigger delta from other stations. Costco premium used to be 0.10 over regular and normal gas stations were >0.20. This has changed. Costco was 0.18 jump last time i was there.

oh.. don't get me wrong.. if the wait is just in and out... its easily worth the savings... and over the course of the year.. it does add up...

but I am just thinking over and over... for a normal sized tank at like 60L--- you save about $3-$6? And for a bike with like a 15L tank -- you save.. 75c or may be $1.50?

Again.. we are just animals of habits.. and when its cheaper.. I see the point to get it cheaper elsewhere.. but if you do the math.. i'd may be not drink a cup of coffee every day... rather than waiting inline for gas... i mean.. i can drink home made coffee.. but I sure ain't getting my time back... just sayin' :)

Shell comes very close to Costco if you have CAA and take the 3 cent discount.

The noble cause is to make the sellers keep their prices down by losing customers due to small price differences. It sounds stupid to spend 20 minutes in line on one corner of the intersection because the station on the other corner is a half cent more but it lets you punish the other station. When you go in to pay you pick up a chocolate bar for $2.00 instead of paying $0.88 at Dollarama.
