Beyond that you'll dead end unless the specific user is running a static IP, which at the consumer level, is basically zero. A modem might hold onto an IP address for a few hours to a few days before typically rotating to a new one. You might be able to get a vague geographic area of where that IP address is assigned to at the end user, but it's typically a broad area, or often an ISP's trunk somewhere, and that's about it.
You can try pinging the IP specifically or seeing if any ports are open on the other end, but that's opening a can of worms that could backfire if the person on the other end is actively watching for that sort of poking around, but chances are it'll be a generic ISP residential modem-router that'll just block everything dead at the firewall and will not lead you anywhere in the end anyways.
However if it's someone super savvy running their own router with intrusion detection, well, you leave a breadcrumb trail that leads back to you on the flipside. It's a 2 way street, your IP provides all the same breadcrumbs as the one you're poking at unless you are taking active precautions to mask it.
In the end, no ISP will disclose the identity of one of their customers based on a specific IP at any point in time unless you're law enforcement showing up with a warrant.
