An Indian friend says they laugh at Canada, not only for these scams but how easy it is to scam a way into the country as well. One he just met at the temple yesterday just came here for vacation and has zero plan to go home, said a lawyer is going to do all his paperwork from here and within 2-3 years get residency at a cost of 60 grand. Working under the table to pay lawyer.

You can’t work or study on a tourist visa or qualify for health care. Not only would he have to keep extending the visa upon expiry (which could be denied at any point) but he’s opening himself up to have the application thrown out on misrepresentation.
They work under the table for cash, live in rooming houses typically in their own communities and get away with it all the time.

so when presented with a flawed process it's everyman for himself? who decides it's flawed?To be completely fair, when it comes to immigration you can really never blame the people (even the ones scam their way in). it is not a people problem, it is a process problem or lack of a process problem. As for the scams many of them target their own race and/or language to "scare" new Canadians into handing over information or cash with the fear of being punished as they may not know all their rights. I will say that the system is flawed and needs improvement.
Yes he is here on tourist visa but these lawyers know the ropes. You also aren't allowed to kill anyone with an illegally imported gun but it seems to be happening every day in Toronto.Bad choice of words on my part.

There is one episode where the Indian scamner says "we will never stop scamming you dumb Americans." Like India has gone full on cyber war with the "haves", being "have nots" and seeing western culture, they want it and they're going to take it anyway they can. They have old ladies going to the bank to remove $35,000 on this channel. The scammers tell them to not answer the bank tellers questions and keep the phone on and hidden. They are quite sophisticated in posing as Microsoft Tech Support and rerouting the victims to their own bank website with instructions on how to remove the money and where to deliver it. So you endorse telemarketing scams and feel the current system is adequate to protect people?so when presented with a flawed process it's everyman for himself? who decides it's flawed?

My apologies, I felt it was pretty obvious there's a few flaws in our communication systems as they relate to telemarketers and scams.I feel like you should answer someone’s question before asking them one of your own.
