The chinese do that... the rest of the world looks down on them for it. Contrary to a whole bunch of religious laws, in a bunch of different religions... generally frowned upon.

Having your tax dollars pay to house and feed the person that rapes/kills your kid should be more frowned upon. Paying $150k/year to keep someone alive that will never be out of prison should be more frowned upon. Also, this isn't a theocracy.
