For a really quick, easy reference on the proper order of doing things in a medical situation:
M- Massive bleeds
A- Airway
R- Respiration
C- Circulation
H- Hypothermia
E- Everything else
So, if there is an incident involving a bike/helmet and there is a need to check for massive bleeds, or to clear an airway (blood from a facial fracture or laceration can easily cause airway issues) then go ahead and remove the helmet.
I heard a stat long ago, that said only 1.5% of paralyzations from injury were from people moving the victim after the initial incident... Pretty low chance you will cause the paralyzation, but it is still there so if you don't have to, don't move them.
