Believe it or not, that kit IS bi-xenon! It's designed for vehicles that have limited clearance behind the bulb, that's why you don't see the traditional big magnet on the back. It's also made for vehicles that have reflector cups built into the headlight assembly, that's why those bulbs don't have reflector cups. One of my friends ordered their "motorcycle" kit. It only came with one bulb and one ballast (which was not clear from the ad), and the ballast was HUGE! It wasn't a slim ballast
For your 1998 VFR 800, the headlights look like:
A google search said your bike uses two TOTALLY RETARDED NON-STANDARD BULBS! But, if you trim the two lower tabs on an H4 bulb it'll drop right in.
The google search also showed TONS of people having problems with HID kits on the "5th gen VFR". When both low beam ballasts fire, there is a large voltage drop causing only one or neither of the bulbs to light. There is no way to "cycle" the power to the HID's so you'd have to keep turning the bike on and off until they both fire. This is a good way to nuke your igniter, and possibly your ballast.
There are a couple of options. If you weren't going to retrofit in a set of projectors, I would do this:

And custom build a really nice wiring harness. Would be pretty cheap, under $20 for sure, super high quality wiring, waterproof connectors, waterproof fuse holder, etc. We'd wire the two delay relays in series, so the left side would come on 10 seconds after you start the bike, and the right side would come on 10 seconds after that! We can also wire in a headlight disable latching relay, so when you start your bike and are warming it up, your headlights will stay off until you put your kickstand up
If you wanted to go with the ultimate ultimate lighting upgrade I would highly recommend projectors. I've used this kit twice now, super high quality, super clean cut off, CRAZY BRIGHT! Config like 55watt, 4300k, white angel, no demon, etc.
