It doesn't really feel good to make the hole "worse" in order to insert the plug but that's how they work. I would recommend against just leaving it, that leaves a problem that will catch up with you when you're not expecting it - the leak is almost certainly going to get worse if you ride on it.
Also, it's an overestimation of how big the hole will become. It'll expand just enough that you need enormous force to push the plug in. And if physics does its thing, the plug will heat up while you ride and with pressure, gets glued all over the hole.
As you ride the pressure increases due to heat from the tire and momentary compressive forces from bumps on the road. It’s gonna lose air way faster when riding.
