That same argument should be applied to most government documents. I would love it if the tax code was cut back to a few pages. I don't care how you made your money, if you "earned" x, you owe y%. Tens of thousands of pages of exemptions and finger pointing (and in the US hundreds of thousands of pages) help the few at the expense of the many.In the ideal world the whole HTA would be scrapped and rewritten to coincide with (let's say) UNECE rules that most of the rest of the world uses, instead of this dog's breakfast.
EDIT:
I was wrong on the size of tax codes. Canada is 3300 pages, US is 6900 pages with 70,000 pages of official regulation/guidance.
