Think it's more that ppl aren't paying attention and are just clueless drivers....as opposed to consciously ignoring the lights and siren.

Nailed it.

They ran a blitz earlier this week on the 35/115 nailing people for not moving over for stopped emergency vehicles.

People whined saying they didn't know it was a law.

It SHOULD be common decency, but it IS also a law, and there was lots of effort put into educating the public about it years ago when it became one. If you continue to be oblivious to it, not to mention ignorant enough that you can't even be bothered to move over 1 lane on a road with 2 to 5 others to choose from, you deserve the ticket.

Most drivers are ignorant of traffic law and get along by not speeding or DUI. Proper turns, lane discipline, signaling stopping etc are just guess work. Basically just slobs.
