For the failure to show insurance, take your proof of insurance to the court / police station and see what they can do. Ask nicely.
For the other ticket ... if you opt to take it to court, and it's longer than 6 months from offence (highly likely) then they CAN not issue another ticket and as others have noted, even if that's not the case and you get a quick court date, issuing another ticket at that time would be seen as vindictive by the courts and generally does not happen.
And ... Stop doing stuff like that!! Passing other traffic on the shoulder just isn't a good plan. Wait your turn ... if that means being stuck in traffic along with everyone else, so be it.
