E-bikes/ eScooters ...is this the wild west?

pedal Bike riders are supposed to have helmets, but again zero enforcement

The law is for children under 18. Adults have never been required to wear helmets
 
You could fit a lot of these on the Gardiner during rush hour.
 
Personally I don't see anything wrong with e-scooters as long as the rules are laid out and more importantly -- enforced.

The upside for riders is easy to understand, simple and cheap transportation through urban core. It also has the potential to remove thousands of cars from the road (sorry Beck and Uber) somewhat improving air quality.

The down sides and (solutions)? Increased medical costs -- make users buy insurance, have renters build insurance into their price. Pedestrian collisions -- this appears to be lower than bicycles, so I don't see a problem. Make them use bike lanes, same rules as bicycles with respect to sidewalks and walkways. Scooter litter - give this time, continue educating users about approved drop sites.

Pretty much agree but without licences etc the operator can be totally ignorant of the rules.

Generally speaking, in medicine you can't do anything unless it is specifically permitted. Unfortunately in transportation you can do whatever you want unless it is specifically banned. This means the government is always one step behind the creation of new problems.
