Duty Free Store and Canada Custom

Can you split 1 receipt between two or more people at Canada Custom?
The duty free store at Vancouver airport has 20% off if you buy more than 1 bottle of liquor (1 litre). Canada Custom allows only 1.1 litres of alcohol duty free per individual.
Will be coming back from Japan to Vancouver than Toronto.

Unless im misunderstanding your post...
You can only buy duty free leaving the country...
You can't land ay YVR, access the duty free and then continue on to Toronto.
It would be ok to buy the alcohol in Toronto take them to Japan and return back with them?
Maybe buy duty free at Kansai Airport, Japan, coming back but the 20% off at Vancouver is hard to dismiss. Looking to purchase some bottles of Johnny Walker. Mom's favorite bottle!

 
To answer your question, yes you can. If travelling together (2 or more) and the total amount of the purchase doesn’t exceed the total personal amount, you are good to go. Just ensure you declare it like that and you won’t have any problems. If your travel companion claims nothing and you say it’s shared between you both, you can end up with a bit of a hassle and customs doesn’t have to believe the other traveller when they try and walk it back and agree its a shared purchase.

I don’t smoke and Mother always purchased and paid on one receipt the carton allotment for myself and hers.

Sure, but you might have to pay duty as they'll see it as no different than you buying it in Japan...

IIRC you can't even get to the duty free at YVR when catching a connecting flight.
 
Also whomever you’re travelling with has to be old enough to purchase liquor, you can’t buy a bottle for a toddler. Yes I understand it’s been tried .
