Because currently laptops get so hot now they burn some people.
That's probably why they are trying not to call them laptops anymore.

Ethylene Glycol is banned in a lot of places. Water Wetter may be a better alternative. It's legal almost everywhere.

Actually oil would work better and is non conductive, PCB oil is the bomb for electrical cooling applications.
