No idea. I wouldn't have passed it. I think I made a thread about it a couple years ago.
Then again, I've seen cars pass safety with the brakes and power steering both leaking lots of fluid. Now that I think about it, the (winter) tires that came on that safetied car (which is one I bought) are also very cracked. I'm still going to use them next season but I don't worry about a car as much as a bike.
