Theoretically if you have dial up you have access to ISDN. Unless you're in an area it's not offered or the wires are abysmal there's no reason for anyone at home to not have decent internet speeds.One of my favourite riding areas is Amish country in Ohio. They don't believe in having their photo taken and probably not into cell phones. Some Mennonites won't have a land line but are OK with a cell phone.
It's all tied to the belief that one shouldn't be reliant on one earthly power. Cell phones have multiple providers.
One of the problems with dial up, unless there has been a fix, is that anyone with decent speed sends a message to a dial up user with a photo or worse, video, and it takes all day to download.

My parents live in the country in southern ontario. The wires are abysmal. Their connection to fibre is ~6 km from their house. Half the time when it is damp out, their land line is barely functional as a phone. They are on LOS wireless right now. Very angry with them and the service sucks (cuts out 20 times a day).
