After WW2 the Nazi rocket scientists went to NASA...or equivalent at the time.
NORAD agreement was mid negotiation when Diefenbaker took office. Originally part of the agreement was the purchase of Arrows by the US, but when the incumbent (cant recall his name) lost the election, the US saw an opportunity to strike a better deal for themselves and sent word indicating they wanted out of the purchase agreement.. to their surprise, he said sure.
Less a ploy to get scientist and more an attempt at getting a better price or limiting the number of planes they had to purchase.... Anyway, just one of a few reasons it died; and the US areospace industry scored some smart people as a bonus.
