No! He can't. That cylinder head is done. It's an ashtray now. Your "mechanic" is wrong.
I've seen worse on small engines. Replacing the head is the correct thing to do, but it's a 12hp single, probably doesn't exhale hard enough to blow out a birthday cake candle. If the stud anchors behind the crack, it might go back together with JB weld. I doubt it will be cheaper (and know it will not be better) to have a welder push a ton of heat into a small cylinder head.

It's not the right way to go, but there's a chance it will work.

The welder would charge more to do the job than Brian would for parts.
 
TIG welding that back together, if it is possible, is not an in-frame repair. Engine has to come out to do it right and without risking your wiring harness and electronic components.

I have a complete (but crank, piston, and cylinder NG) bike available for sale. The cylinder head (and oxygen sensor) that you need is on my workbench.

Sounds like you might be in a bit over your head. I think you options are as follows:

1) Clean the broken part really well then stick it back with JB weld. It might hold, it might not - there's a chance of the exhaust stud anchors into the intact part of the head. This will cost you $10 bucks.
2) Get a used head and find a competent person to help you change it over. This will be pricier, a good used head will cost $100-200. I've never done one on that bike, but I'm guessing 2-3 hours (I could be way off). Add in $100 for misc items like gaskets, coolant and an oil change.

Aluminum welding the head is not a good idea. I doubt it can be welded in situ, so you have the labour to re & re anyway. Then the cost of welding. If it comes out true, you will be lucky, if not toss in another $100 for machining. At best you have a kluged-up head that may or may not last long.

Make sure you put a hard price limit on what you are willing to spend on repairs before you start on them.

It is very easy to get well underwater in situation like this.

@Wingboy , settle down a touch . We all know somebody that’s been in his pickle barrel .

OP , I’m going to guess any actual shop is going to charge about what the bike is worth for that fix . Buying Brian’s parts and reassemble by a real mechanic could save you a few bucks.
Once the shop gives you a guesstimate on the fix cost , and an idea what they are thinking come back and share , we may be able to save you from further grief
