don't know if the Liberal party collapsed just yet. They've never really had support from Western Canada dating all the way back to Trudeau's era if I can recall maybe ever further back. Their support seems to lie with Ontario which I remember seeing 100+ elected support with about 155 seats needed for a majority sprinkled with strong support from Quebec, and all the provinces in the East.
Ontario was the swing province last election and usually is and Quebec likes to vote for parties that don't truely represent them. Just can't see NDP making in-roads in Ontario where if you want to form the government you have to travel through Ontario first. Jack's dead btw. If Justin Trudeau decides to run he can win back those Quebec support and Ontario seems to be growing tired of Conservatives so they'll vote for an alternative party which is only Liberal.
I would have to say that if Justin runs it will be over for the cons. I hate to admit, but he seems to have a good head on his shoulders.
People don't vote for the local person because what's the point? They have to vote according to the party leader or they'll get kicked out and have to funds. Its a stupid system, but it's what we got.
