Is there a range of blocked IPs?

Starting a few weeks ago the site became unreachable from my home IP but I can reach it via cell, from work or from any other IP all with the same devices. Around the same time my home routers IP changed (from ISP work).
 
It will have to be dealt with by cutekill, as I don't have that level of access.

If you're using a VPN then that could be the reason, as they can sometimes be blocked as they're a source of spam. Try disabling the VPN to see if you get access back.
 
Have you tried restarting your home router? I know this sounds like a typical IT first level diagnostic request. But sometimes router tables get updated and the modem/router doesn't always pick them up like they should. Might be worth trying just in case.
