Your wife is tall and given that she would like to sit upright, I think getting a small dual-sport/supermoto is the way to go. I think a CBR125 or one of the many used smaller ninjas would not be a good choice. A lot of used bikes from the 80's are so overpriced too and for that reason I would pass of them.
For that money, you could find a practically new 2009 Konker KSM200 supermoto on Kijiji. Yeah, its a chinese bike but its tested and pretty solid from all my research on it. Their are a couple in your range, one is $1800 the other $2400.
Or if you are interested in spending a little more, Honda currently has a "Summer Lovin" promotion right now on their previous year stock and you can get a BRAND NEW, never ridden 2009 CRF230M (dual-sport, street tires) for $3700 bucks (discount of $2600 off MSRP). That is a good deal and if you were to flip it on the used market after a year or two, I can see you getting most of your money back!
