Zoning means you gotta move to the sticks and then get kicked out when the urban sprawl catches up to you even though you were there first. Then you gotta design it based on CFO's guidelines and they have to inspect it.. You need insurance, if you're doing it indoors, you need proper backstops for all allowed calibers and ventilation (lead dust).. Pretty big undertaking. Even a hassle for backyard outdoor ranges for private use, not to mention going public.
