Wow, that ruling was idiotic from a scientific perspective. The 2 pieces of information that the GPS receiver measures are position and time. Speed is the amount of change of position in a given period of time. To say that a GPS receiver isn't supposed to measure velocity is idiotic. Now, I'm not saying that it's accurate by any means, but it's accurate enough, especially in cases where mens rea comes to play.
