I haven't experienced any throttling with Teksavvy.

Also make sure your wireless router settings are up to snuff, maybe see if there's any interference and adjust your wireless channels.
 
I use execulink cable which uses Rogers network. 30 mbps. I was getting 28/29 all the time but now I'm lucky to get 17...sometimes drops to 1 or 2 for extended periods. Rogers can't find an issue and just picked up a new modem today to see if it fixes issue
