There are eBikes that have 750w motors that claim to be "legal" because they have a speed restricted mode, but if you're riding on private property or off-road you can change to a different mode that allows full power.
They can claim that but they don't comply with the law. The law restricts size of motor. A software limit does not comply. Don't think power was the issue just an unstable geometry.You're a lot less likely to dump a 1hp three wheeler than the old ones with quadruple the power and a much higher centre of gravity.
