Perfect storm of poor judgement. U-turn driver (I assume the woman) should've made sure there was no one in the oncoming lane since her view was partially blocked by the cube van. Why couldn't dashcam driver brake in time? He wasn't that close to the biker. Why did the biker just stop in the middle of the road instead of pulling over? Biker had good reaction time avoiding the u-turner but ultimately failed himself for not pulling to the side. From a legal standpoint, the collision was the dashcam driver's fault for rear ending the biker.
