If the unit is set back according to the by-law which you already put in your initial or 2nd post, then the unit is in compliance, and it can stay where it is, sorry for the bad news....

Only thing you can do is possibly raise the fence height, add some privacy lattice, but stay within the fence height by-law

don't go by where the fence is, unfortunately they move and can give you a false reading for the property line, when you purchased the home you would have gotten a survey of the lot, this will tell you the boundaries, follow them, and with that you can then determine if the unit is too close.

Flip open the unlocked breaker box and flip the switch to the off position.

And fill it with a can of expanding insulation foam.

Follow lock-out procedures in accordance with CSA Z460 before working on any electrical equipment. Always use tools with insulated handles to avoid being shocked by wiring that was not done to code. And stand beside the breaker being thrown (or the cable being cut), not facing it, while wearing CSA approved personal protective equipment, to avoid getting an arc flash in your face.
