While GS500 are nice bikes to ride, they have quality issues.
You never read about bike quality in US-based magazines (who cheerlead for everything), but MCN tells it like it is:

Whilst the engines are proven, the rest of the bike suffers from famously-bad build quality. The paint on the GS500E is thin, scratches easily then quickly rusts. Similarly, metal parts corrode rapidly. The welds are a particular weak spot on the Suzuki GS500E: it may be sensible to invest in shed loads of WD40. On the plus side, it’s said the old Suzukis crash well… !

This is a bit over your budget, but I managed to get a 2009 Kawasaki Ninja 250 for $2500.00.
You obviously never had one. GS500 have a cult following - check gstwin forums. In 2.5 seasons on my first bike, I had zero issues. It's just like any other bike - you take care of it and it will take care of you.

The gf has one and i do the maintenance for her. Other than oil changes, the only thing I had to change was the signal relay (very slow blink issue). A generic flasher from CTire for 5$ fit perfectly into stock wiring, didn't even have to cut a wire.

Wow, at least tell us that they changed the fluids and tires after sitting for 5 years.
The fluids and everything yes, cos he also needed to clean the carbs. Not sure about the tires. Came out last yr got his M and didn't ride soon after he wants a Honda 600
