Why all the revving and not a good horning? It looked like the driver didn't even notice the revving.
 
Yup, the revving is somewhat infantile but I find it harder to hit the horn button with my left thumb (maybe I need to practice?) - especially in this situation where I’m rolling and using rear brake with partial clutch to keep my bike in control. And my oem horn is weak... I use all four fingers on the clutch for this bike -the lever comes back to the grip... Rolling the throttle lets me make noise without sacrificing any grip/control... Maybe I need a ‘bite switch’ with an air horn, LoL.
 
Have you shared that video with the local police service for the area involved? I would think they would be interested.

Even if it doesn't generate a ticket (I would be surprised if the police put in the effort required), you would hope it would get added to the file for that car so the next time they get pulled over no leniency is given.

you can file this online (Not sure where this happened? but all the regional police forces have online reporting) and link your video.

They will tag it to the car's licence plate/registered owner

While this might make you feel good inside (nothing wrong with that), the worst thing that will happen is a letter will get sent to the owner.
