Ya that's my point. It's almost impossible to prove who the "real" primary or secondary was. If the bike is under your dad's name then put him as primary, it IS his bike after all.

The biggest risk I find is putting it under your dad's name and not putting yourself on the insurance if you hold a license. Pretty sure that violates insurance laws/rules. For example when I signed up for TD insurance, one of the first questions was "Is anyone else in your household licensed?" Lies potentially violate your contract.

Yeah, hiding operators is not a good idea. It could potentially be grounds for denying a claim, which leaves you with huge liability.
