Does it mean I can’t install the fork stem lock on my motorcycle because this clamp is blocking the access to fork stem?

Hi I am a new biker. I got a new quad lock and when I was gonna install it on my fork stem I saw this plate screwed on the handle blocking open access to fork stem. Please help me understand what it’s for? Can I just unscrew it and install the mount?
