is there an authoritative source for this information? Quoting a Sun article hardly makes it authoritative.

Lmao, go back a page - the authoritative source is the by-law amendments passed by city council on March 31/Apr 1/Apr 2. I already printed a copy out and will be carrying it with me should I get hassled.
 
The joke too is I essentially work at the epicentre (UTSC), and they are giving away 90% of our parking lots for the duration of both the Pan Am and Para Pan Am, yet not letting staff or anyone cancel their permit for those periods (we would have to cancel the full summer). So in other words, they are telling us we'll still be paying for parking if we don't drive, and if we do drive, we'll have to fight for parking since there is no way even half the cars will find spaces.

The 404, 400, 401, and qew are not listed there.
 
So I can't go in the HOV on the QEW, But I can once I'm on the Gardiner? This doesn't make any sense.

If that's the case, my commute is gonna be a breeze. Lakeshore all the way to browns line and then hop on the HOV and brrrrraaaapp

But see how they make a difference between "provincial highways only". Airport limos and electric green plate vehicles arent allowed according to them on the municipal "highways" (like DVP and Gardiner) which means rules are slightly different for those roads as they fall under different jurisdiction. At least that's how i understand it.

"City Council designate reserved lanes for High Occupancy Vehicles containing a minimum of 3 persons, and for buses, taxis, motorcycles and "Games Client Vehicles", as defined in Part 3 above, required to support the Pan American Games from June 29, 2015 to July 27, 2015 at the locations and for the times and/or days identified in Appendix 2 attached to the supplementary report (March 25, 2015) from the General Manager, Transportation Services."

I do understand the distinction, which is why I pointed out that the MTO site includes on the MAP ONLY, the Gardiner and Lakeshore. I suppose the city streets will be listed in "Appendix 2 attached to the supplementary report from the General Manager"
