dumb question

Well, if he didn't put fuel stabilizer or change the oil or anything in the fall, it's going to crank and crank this spring.
But before it will start he's got to first get it cranking
If it won't turn at all there's probably rust between your piston rings and cylinders, even the tiniest bit.
So you do the bump-start technique (clutch disengaged, run beside bike in (2nd?) gear, release clutch.
The object at this point is to turn the motor, not start it.

Then to crank the motor, it helps if all the old dead oil is out of it and it's warm.
It's nice that you bought a new battery, I hope you got a good one.
So, hooked up to electricity it should crank.

Now to get it to start, that's another issue...
You're supposed to store it with the tank full-full and fuel stabilizer added.
If your tank is full you should dump that gas into lawn mower, car or whatever.
If it's only half-full you might get away with filling it with fresh gas (and lots of cranking) which is simpler.
Some new cheap 10w40 motorcycle oil, nice and warm, and she should start.

Just close the choke completely.
You're lucky that your first-gen 250 is not so lean as the new ones today!

i tried this morning, the bike started for about 1.5 sec then t died. i am lad to believe that it is just cold

Have you drained and put fresh fuel in yet?

Let's review.

Please verify the following...

1. Battery is fully charged? http://faq.ninja250.org/wiki/How_to_tell_if_your_battery_is_dead
2. Battery is connected well?
3. Petcock is not in the off position?
4. Choke is engaged? http://faq.ninja250.org/wiki/What_is_the_correct_way_to_apply_choke_at_startup?
5. Kill switch is in the Run position?
6. Bike is in Neutral? Neutral light is on?

If yes to all of the above, then...

1. Drain the gas including the carbs and add fresh fuel

Try to start the bike again, report back with the results.

BTW... where are you located? Maybe somebody might be able to come take a look with you.

So this morning I took the bike out and let it sit in the sun for abit, battery was charging since last night. Same thing happend again, however I got it started but as soon as I let the throttle go it died, so I got it up again and this time reved it until it was stable. Let it sit for about 10 min then went for a little 7 minute joy ride.

i am only to assume it was just being a cold bike ya?

again thanks for all the posts

Nope. Probably bad/old gas in the carb bowls. Get some fresh Shell 91 in there once you ride off the crap stuff, and possibly think of a seafoam treatment (skip the put it in your oil part) to clean her out.

You know how the choke works right?
